PURPOSE: A method for controlling a call congestion of a mobile communication system is provided to use an adjacent base station resource when the call congestion occurs. CONSTITUTION: A base station adds a call congestion field to an inner synchronous message of a channel card(ST1), and checks whether a call congestion occurs(ST2). If so, the base station turns on the call congestion field(ST3), and transmits the synchronous message to a mobile station(ST5). If the call congestion does not occur, the base station turns off the call congestion field(ST4), and transmits the synchronous message to the mobile station(ST5). The mobile station periodically receives a synchronous message of a base station having a biggest intensity among base station pilots, and decides whether the call congestion occurs. If not, the mobile station maintains the pilots, and performs a call process. If the call congestion occurs, the mobile station detects other base station pilots. If a base station corresponding to a communication available intensity is detected, the mobile station is synchronized with the base station, and performs a call process to control the call congestion.
