PURPOSE: A method and apparatus for generating a standard signal level detecting line of a television is provided to watch a stable screen state by generating a standard signal level detecting line in an over scan area of a horizontal line. CONSTITUTION: A blanking section detector(7) detects a blanking section included in an image signal and outputs a blanking pulse. A delay section(8) delays the blanking pulse from the blanking section detector(7) by a predetermined period. An inverter(9) inverts the delayed blanking pulse from the delay section(8). An AND gate(10) ANDs the blanking pulse from the blanking section detector(7) and the delayed blanking pulse from the delay section(8). A standard signal level detecting line generator(11) generates a standard signal level detecting line in synchronism with an over scan are detecting pulse.
