The invention relates to a communication system. In communication systems providing a plurality of services the impact of a system is generally determined only considering the service itself. However, this ignores many different variable parameters and is therefore inaccurate. In the present invention a subscriber unit (207) accessing a communication system (200) through a base station (203) will request a service based on the communication system. A cost function is calculated including the resource impact of supporting this service and a characteristic, such as the resource allocated, of the communication system is changed accordingly. The cost function is determined in response to a relative resource impact which considers the resource impact of supporting the subscriber unit relative to a nominal value of supporting the requested service. Preferably, the nominal value is given by the performance of other subscriber units (205). The invention is applicable to third generation cellular communication systems.
