PROBLEM TO BE SOLVED: To increase the substantial surface area of electrodes easily and inexpensively by carrying out electrolysis of a material to be treated, containing water, a deducing material and conductive powders in the pressure condition such that the water in the material to be treated is kept in liquid phase at least at a specified temperature and at most the critical temperature of the material. SOLUTION: A reactor 50 is connected to a to-be-treated material line 60 for feeding the material to be treated. A feeding tank 61, storing a material to be treated, is provided with a feed device 130 which feeds conductive powders, and further a drain line 62 introducing waste water containing conductive materials and a halide line 63 feeding a halide-ion source such as chloride ions are connected to there. A high pressure pump 66 pressurizes the material to be treated up to the pressure, which is required for hydrothermal reaction, and by which the material is fed to the reactor 50 via a heat exchanger 70 and a heater 74. In the reactor 50, the hydrothermal reaction is carried out at such a pressure that the water in the material may be kept in liquid phase at equal to or lower than the critical temperature of a water medium and at a temperature of 100 deg.C or higher. |
