PROBLEM TO BE SOLVED: To provide a surface porous hydrophilic substrate capable of being formed at low temp. and having excellent hydrophilic surface even if photo- excitation due to the irradiation with ultraviolet rays is not generated and excellent in weatherability and transparency. SOLUTION: A surface porous hydrophilic substrate is obtained by heating the amorphous titanium peroxide soln. applied to a base material at 70-210 deg.C for 2-15 hr, pref., at 100-120 deg.C for 4-10 hr. After the surface of the base material is coated with a sol containing porous anatase type titanium oxide ultrafine particles, the coated base material is heated to normal temp. - 300 deg.C, pref., to 200-300 deg.C to support a porous coating layer with super-hydrophilicity having a thickness of 0.05-3.0μm to prepare the surface porous hydrophilic substrate. When the base material comprises an org. polymeric material, the porous coating layer is supported on the base material through a hardly decomposable binder layer.
