PROBLEM TO BE SOLVED: To provide a controller of a petroleum product manufacturing process for easily and accurately controlling the material value of a petroleum product such as the octane number of gasoline base materials or the sulfur quantity of lamp/light oil base materials by automating the adjustment of a reaction temperature. SOLUTION: This device is provided with an upper rank target setter 10 equipped with a reaction temperature calculating part for forming a model for calculating a reaction temperature, and for calculating the target value of the reaction temperature by substituting at least the measured processing amounts of material oil, the bias of the reaction temperature model, and the set specific material target value of the oil product in the model, a prediction controlling part 200 for calculating a control target value by adding a control constraint to the reaction temperature target value calculated by the upper rank target setter 100, and an individual control part 300 for controlling the reaction temperature of a reactor by operating the operating part of the process based on the control target value from the prediction controlling part 200.
