PROBLEM TO BE SOLVED: To improve both the handling property of a first insulating material and electrical characteristics of a ZnO element. SOLUTION: First pure water is added to a mixed powder composed of ZnO, Bi2O3, Sb2O3 and SiO2. After at least 0.1 wt.% of polycarboxyl-based dispersant or of at least 0.5 wt.% of nonionic based dispersant is added, the powder is wet blended and ground, and slurry (concentration of solids content being 50-70 wt.%) is obtained (step S11). After that, the water content of the mixed slurry is removed, and dried powder is obtained. The dried powder is roasted and pulverized, and roasted powder is obtained (step S12). Pure water is added to the roasted powder, and 1.0 wt.% of polycarboxyl-based dispersant or nonionic based dispersant is added. After the addition of 5-20 wt.% of liquid state modified PVA 5, wet blending and grinding are conducted (step S13). Paste type ceramic insulating material (concentration of solids content is 40-60 wt.%) is completed.
