PROBLEM TO BE SOLVED: To realize the slow-cooling of molten steel without using a means for changing a surface-treating material for a copper plate constituting a mold, by dispersing fine particles having smaller thermal conductivity than the copper in the inner part of the water-cooling copper plate and forming as the gradient increasing the containing ratio of the particles from the outside toward the inside in the thickness direction of the copper plate. SOLUTION: On the back surfaces of four pieces of water-cooling copper plates 1, each backup plate is attached and integrally combined and the copper plates 1 in the inner part are mutually joined and four pieces of water-cooling copper plates 1 are integrated to constitute the inner wall of the mold. On the back surface of the copper plate 1, a water-cooling slit 7 is formed and the cooling water is introduced therein, to execute the cooling of the copper plate 1. In the inner part of the copper plate 1, various kinds of fine particles 8 having thermal conductivity smaller than that of the copper are dispersed to form the gradient material, in which the containing ratio of the fine particles 8 in the thickness direction of the copper plate 1 is gradually increased from the water-cooling slit 7 side toward the contacting side with the molten steel.
