PROBLEM TO BE SOLVED: To precisely measure a traffic situation by measuring the cause of a non-numeirc value deciding a specified situation, extracting a numeric amount showing the past specified situation which is preserved with the cause as a key, executing a prescribed operation on the numeric value and making the value to be the cause of the measured non-numeric value. SOLUTION: Past congestion degree data are set to be the cause of a non- numeric value deciding a specified situation and a day and time to be keys. They are preserved in a data base and the day and time, which are to be converted, are measured (step 101). Congestion degree data where the measured day and time are set to be the keys are extracted from the data base (step 102). The average value of extracted data is calculated and the calculated average value is set to be an amount where the day and time are converted (step 103). Thus, a traffic situation by considering the cause of the non-numeric value deciding the traffic situation such as the day and time is precisely measured.
