PROBLEM TO BE SOLVED: To obtain a synthesized image by editing an image in terms of a stream. SOLUTION: The position and size of an added image are termined on the basis of a processing control signal from a terminal 22, and a type determination circuit 14 instructs a coding type on the basis of a base coding image. An image signal is coded on the basis of the coding type and an output of a quantizer 6 is fed to a grammar generating circuit 33. The grammar generating circuit 23 generates data that follow a slice layer on the basis of a quantized output and outputs the data to a grammar synthesis circuit 24. The grammar synthesis circuit 24 synthesizes an output of the quantizer 6 with the base coded image to obtain the coded image of the synthesis image. Thus, the image is synthesized in terms of a stream.
