PROBLEM TO BE SOLVED: To inexpensively produce a hard granulated slag suitable to a fine aggregate for concrete mortar or the like, by an existing water-granulating equipment before a furnace. SOLUTION: When a molten blast-furnace slag is granulated, cooling water at <=70 deg.C is jetted on the molten blast furnace slag contg. <=0.7 wt.% TiO2 and >=15 wt.% Al2O3 to granulate the slag. When TiO2 is decreased, the amt. of nitrogen dissolved in slag causing the slag foaming reaction at the time of granulation is decreased, and, when Al2O3 is increased, the diffusion of water causing the slag foaming reaction is inhibited. Consequently, the production of hard granulated slag which has been difficult at >50 deg.C is made possible at <=70 deg.C.
