PROBLEM TO BE SOLVED: To save energy by preventing mixture loss of cooling and heating while shortening the rising time of air conditioning operation. SOLUTION: Operation of a perimeter air conditioner FCU 1 is normally controlled (skin load control) to exhibit an operating capacity matching to the skin load Qskin in the perimeter zone P and operation of an interior air conditioner AHU 9 is controlled (feedback control) to match the indoor temperature ti in the interior zone I with a set indoor temperature tis. When the difference between the indoor temperature ti and the set indoor temperature tis exceeds a specified levelΔt, operation of the perimeter air conditioner is controlled (feedback control) to bring the difference to zero. When the difference goes zero, operation of the FCU 1 is switched from feedback control to skin load control.
