PROBLEM TO BE SOLVED: To shorten a construction period by spraying an aggregate by a device for spraying powder/grain together with gas simultaneously when forming a paint film by applying a quickly-curing resin on a backing, dispersing the aggregate on the paint film before gelatinizing the resin. SOLUTION: A primer such as a moisture-curing urethane primer is applied on an execution work surface 1 of mortar and concrete to form a primer layer 2. Next, a two-liquid quickly-curing urea urethane resin is applied on the primer layer 2 to form a base layer 3. Next, the two-liquid quickly-curing urea urethane resin having gelatinization time not more than about 30 sec is sprayed and applied on the base layer 3 by a spray gun SG to form a paint film 42. At the same time, an aggregate 41 being an antislipping member is uniformly dispersed and sprayed on the paint film 42 before gelatinizing the resin by using a device AB for spraying powder/grain together with gas to cure the resin to form a nonslip layer 4 to thereby shorten a construction priod.
