PROBLEM TO BE SOLVED: To smoothly and efficiently perform film forming reaction on the surface of a material to be treated by incorporating metallic ion except the components of a coating film in a treating bath and electrolyzing with a metallic material having a potential equal to or above the anodically electrolytic reaction potential of a solvent in the deposition as the metal. SOLUTION: The metallic ion except the components of the coating film is incorporated by 0-400 ppm in the phosphate chemical conversion treating bath containing phosphate ion, nitrate ion and the metallic ion forming a complex in the bath and a solid material giving the effect on the film forming components is controlled substantially not to be contained. The material to be treated, which has conductivity, is brought into contact with the chemical conversion treating liquid and is electrolytically treated to form the coating film containing phosphate and the metal forming no phosphate. The material to be treated is treated with the chemical conversion treating bath among phosphate ion, the metallic material forming the complex in the bath and the metallic material having the potential equal to or above the anodically electrolytic reaction potential of water of the solvent or >=-0.83 V in the deposition as the metal by the reduction of ion dissolved in the bath.
