PROBLEM TO BE SOLVED: To improve the communication speed by connecting a data line terminal to a communication line corresponding to an actual port and allowing a communication control board driver to request respective proper actual ports of a communication control board to perform transmission when an HDLC handler makes a transmission request. SOLUTION: The HDLC handler 203 sends a transmission request to a virtual port 201. A CCU driver 204 having received the request to send data of 7 frames checks the current use states of the actual ports of the communication board 202, judges which (actual) port transmission is performed, requests proper actual ports to perform transmission, calculates the time when the processes of the actual ports end from the data length and line rate, and holds them as data for subsequent scheduling. When the transmission request is completed, the HDLC handler 203 receives a report on the transmission completion from the virtual port 201, passes next transmit data to the virtual port 201, and repeats the same processes.
