PROBLEM TO BE SOLVED: To manufacture an inexpensive water collecting device capable of changing the opening widths of slits easily and freely according to the on-site situation. SOLUTION: This water collecting device 1 is constituted of a hollow cylindrical strainer tube 2 and a tubular ring-like shielding tube 3 slidably coupled with the strainer tube 2. The strainer tube 2 is molded by resin injection molding, and many adjustment slits 4 are formed in the vertical direction on the central outer periphery. Adjustment slits 13 having the same pitch and size as those of the adjustment slits 4 of the strainer tube 2 are formed in the vertical direction on the outer periphery of the shielding tube 3. When the shielding tube 3 is coupled with the strainer tube 2 and is rotated in the peripheral direction, the opening widths of the adjustment slits 4 of the strainer tube 2 are changed from a fully opened state to a fully closed state by the adjustment slits 13 of the shielding tube 3.
