PROBLEM TO BE SOLVED: To prevent rainwater from flowing from a tower into a skeleton by providing a water stop plate for vertically blocking a cavity part in the inside of the tower, and providing a water distributing pipe and an openable and closable lifting opening part on the water stop plate, respectively. SOLUTION: A water stop plate 7 is provided at a position, where the basin hole 4 of the floor slab 3 of the floor to stop water is located from the top floor to the bottom floor of a tower. The water stop plate 7 has a drainpipe 12, and rainwater is drained to the ground by a drain hose 13 connected thereto. The water stop plate 7 has a lifting opening part 15 in the position, where a lifting trap 14 is located. The water top plate 7 is provided on the inside of a strut 8 so as to vertically block the cavity part 9 of the strut 8, and a water stop wall 10 is provided on the outside of the strut 8 so as to surround the water stop plate 7. According to this structure, a water stop part 11 is formed by the water stop plate 7 and the water stop wall 10, so as to prevent the rainwater here from flowing doward.
