PROBLEM TO BE SOLVED: To finely control the temperature of a heating medium even in the case of a fixed heating capacity of a fuel burning heater, in an air conditioner for heating a compartment by circulating the heating medium heated by the fuel burning heater to a heating heat exchanger. SOLUTION: A fuel burning heater 23, radiator 32, and a heater core 24 are successively arranged in order from the upstream in a heating medium circulation path 1. Ratio of the flow rate of a heating medium, after flowing out of the fuel burning heater 23, bypassing the radiator 32 via the first passage of a flow rate control means 40 and flowing directly in the heater core 24, to a flow rate of the heating medium, after flowing out of the burning heater 23, passing through the radiator 32 and then flowing in the heater core 24, is variably controlled by the flow rate control means 40.
