PROBLEM TO BE SOLVED: To obtain a stable organopolysiloxane emulsion by forming the same from a silicone having a high degree of polymerization, an aliphatic amidoamine, an organic acid, a polyoxyalkylene-modified silicone, and water so that the emulsion has a specified average particle size. SOLUTION: This oil-in-water emulsion comprises 100 pts.wt. silicone having a high degree of polymerization (A), 0.1-10 pts.wt. aliphatic amidoamine (B), 0.05-5 pts.wt. organic acid (C), 0.05-10 pts.wt. polyoxyalkylene-modified silicone (D), and 10-300 pts.wt. water and has an average particle size of 0.5-20μm. Ingredient A is represented by formula I (wherein R1 is a 1-20C hydrocarbon group; and 1.8<=a<=2.2) and has a viscosity (at 25 deg.C) of 10,000 mm2/s or higher. Ingredient B is represented by formula II (wherein R2 is a 15-19C hydrocarbon group; R3 is H or a 1-5C hydrocarbon group; and (m) is 2-4). Ingredient D is represented by formula III (wherein R4 is a 1-20C hydrocarbon group; R5 is an organic group represented by formula IV; and R6 is H, a 1-20C hydrocarbon group or 2-20C acyl) and has a mol.wt. of 3,000 or lower.
