PROBLEM TO BE SOLVED: To adjust an opening of an opening/closing control valve according to an operation amount of an accelerator pedal while considering will of a driver, in order to eliminate smoking of a plug at the time of starting an engine. SOLUTION: This control device has a throttle valve 2 in an intake passage 2, an accelerator opening sensor 15 which senses an operation amount PA of an accelerator pedal 14, and an opening/closing control means 10 which controls an opening of the throttle valve 3 according to the operation amount PA. The control means 10 has a first opening/closing control means, a second opening/ closing control means and the third opening/closing control means. The first control means fully closes the throttle valve 3 after starting an engine 1 under the operation amount PA<PA1. Then it gradually opens the throttle valve 3 until the engine speed reaches a specified value from the time that air in the intake passage 2 on the downstream side of the throttle valve is intaken in a cylinder of the engine 1. The second control means opens the throttle valve 3 up to the opening equivalent to an air amount required for first idling when the operation amount PA1<=PA<PA2. The third control means opens the throttle valve 3 according to the operation amount PA, under the value PA>=PA2.
