PROBLEM TO BE SOLVED: To easily and statistically grasp the flow of men by collecting moving route information being information of a route when a plurality of private PHS terminals and/or plural public PHS terminals, which exist inside/outside a prescribed service area, move in the prescribed service area in an office, and accumulating them in a storage means and analyzing information. SOLUTION: When a private PHS terminal 4A and/or public PHS terminal 4B enter the service area of a private base station 5 from outside the area under the control of a PHS exchange for office 1, the private PHS terminal 4A and/or the public PHS terminal 4B transmit a notice for a position registration operation to the private base station 5. The position registration notice from the private base station 5 is recorded in position registration information 31 in a storage means 3 by the exchange control means 2 of an office PHS exchange 1. Moving route information 32 is kept in the storage means 3 and it is analyzed by the analysis means 62 of a maintenance terminal 6. Thus, respective piece of information can be obtained.
