PROBLEM TO BE SOLVED: To provide a character recognizing device capable of performing recognition with higher accuracy by extracting performance being equal to or more than basic performance of a dictionary. SOLUTION: A matching means 102 performs matching an input pattern set by an inputting means 101 with a dictionary template 103 for character recognition and calculates the distance value between each category of the template 103 for character recognition and the input pattern, and a distance checking means 104 defines a minimum category of the distance value as a 1st candidate. A dictionary template for character recognition of a category in which the difference between distance values of the 1st candidate and the input pattern is equal to or smaller than threshold is detected as a similar character, the dictionary template for character recognition and the input pattern are outputted to a variable area matching relatively deciding means 105, matching of partial areas of categories which are different from each other and relative decision are performed there, and a final deciding means 110 outputs the minimum category of the distance value.
