PROBLEM TO BE SOLVED: To improve resistance to transmission line error and to stably detect a frame synchronizing signal. SOLUTION: After Reed-Solomon encoding through a Reed-Solomon encoding circuit 4, the frame synchronizing signal held in a synchronous register 2 is interleaved by an interleave circuit 5 and sent to a multiplexing circuit 9. The multiplexing circuit 9 sends the frame synchronizing signal from the interleave circuit 5 as a control signal, an image signal LQ for low hierarchy from an interleave circuit 8 and an image signal HQ for high hierarchy from an interleave circuit 15 as main signals to a convolution circuit 10 in time dividing manner. The convolution circuit 10 performs convolution encoding to these frame synchronizing signal and main signals in time division and outputs the result after mapping through a mapping circuit 11.
