PROBLEM TO BE SOLVED: To increase resolution of a throttle opening signal, while maintaining noise resistance in a region having small throttle opening. SOLUTION: This apparatus comprises an amplification degree shifting means 20 having an amplifier 21 for amplifying a throttle opening signal VS and a shifting switch 22 for shifting amplification degree of the amplifier 21 by an amplification degree shifting signal SZ in an ON state in a small opening region of a throttle valve. Then, the throttle opening signal VS is amplified in the small opening region to be output to a control means 30.
