PROBLEM TO BE SOLVED: To decompose by oxidizing formaldehyde or the like while dust or the like in air is removed by adsorbing by a method wherein after forming a block of a physical adsorbent, a binder and a vent hole shaping agent, the vent hole is formed in the block by removing the vent hole shaping agent, and a photocatalyst is supported by the block. SOLUTION: Fine powder of active carbon 13, an organic binder, and styrene foam as a vent hole shaping agent are mixed, filled in a die, and solidified by pressurizing. Further, after raising gradually the temperature of an active carbon block taken out from the die in an oven, the styrene foam is allowed to contract by allowing it to cool down to ambient temperature. Furthermore, the styrene foam is blown off by air to be removed, and the produced off hollow part is made a vent hole 15. A frame body 11 fitted on an outer periphery of the active carbon block 10 obtained thus, and an air cleaning filter 1 is formed. Then, titanium oxide is carried as a photocatalyst 17 on the air cleaning filter 1. The photocatalyst 17 is activated by ultraviolet radiation from an ultraviolet lamp, and nitrogen oxides and carbon monoxide are oxidized by being adsorbed.
