PROBLEM TO BE SOLVED: To obtain a pushbutton PB signal transmission controller where the processing capability is enhanced by relieving a load onto a central processor. SOLUTION: The controller consists of a central processor 1 that controls an entire exchange, a speech path controller 5 including a time division switch 3, a signal reception distributor 4 and a tone generating circuit 2, a plurality of speech path modules 16,..., 16 on which a plurality of speech path packages are mounted, and a module controller 7 that controls speech path packages 11, 17 mounted in the speech path module and interfaces the speech path controller 5. The module controller 7 mounted in the speech path module 16 controls various tones including a PB signal sent to the speech path package 17. Thus, since the central processor 1 conducts processing only to inform the module controller 7 about a type of the PB signal and the transmission time, the load of the central processor 1 is relieved and the processing capability is enhanced.
