PROBLEM TO BE SOLVED: To obtain a method for common encoding for the purpose of multi- program transmission by assigning a large rate of usable bits for a specified time interval to a program which has a high important scale value at the specified time interval. SOLUTION: A common multi-program coder decides the important scale value at the specified time interval as to the parts of bit streams from N sets of programs. Then the common multi-program coder assigns a pool of usable bit to the program according to the decided important scale value and assigns a large rate of usable bits for the specified time interval to the program having the high important scale value at the specified time interval. For example, a common multi-program audio coder 10 includes a PAC encoder bank 12, composed of PAC audio coders ENC-1 to ENC-N and a two-dimensional common bit allocator 14.
