SOLUTION: The parts of a first and a second transfer rollers 1, 2, which are opposed from the first to the third bands 6, 7, 8 of a hoop material 3, become projecting shapes and the parts opposed to a first and a second parts 9, 10 become recessed shapes. The interval Y of the projecting parts of the first and the second transfer rollers 1, 2 of the parts opposed to the second band 7 of the hoop material 3, is made larger than the interval X of the projecting parts Y of parts opposed to the first and the third bands 6, 8 of the hoop material 3.
