Speed reducing device is made in the form of sleeve, which is positioned on carrier surface for displacement along it. Load fastening device and cutting members are mounted on sleeve. Cutting members are positioned for engagement with tubular carrier. Method and apparatus are used for evacuation of people, animals and materials from high-rise objects in extreme situations.
