PURPOSE: A power-on circuit installed in integrated circuit is provided to maintains a high resistance state of the integrated circuit terminal right after the power applied on an integrated circuit, and after a constant time until the integrated circuit started the acting. CONSTITUTION: A power-on circuit installed in integrated circuit comprises a ring counter(10), an output control circuit(52) and a pulse signal breaker circuit(12). The ring counter(10) generate the pulse signal continually after starting the source voltage(Vdd) applied on the integrated circuit memory. The output control circuit(52) controls the termianl(DQ) of synchronous integrated circuit memory maintaining in a high resistance state while input of pulse signal generated by the ring counter(10) to the output control circuit(52). A clock signal is inputted on the pulse signal breaker circuit(12). The pulse signal breaker circuit(12) is cut off the pulse signal inputting to the output control circuit(52).
