The banner is made in the form of a scarf from an elongated strip of fabric (1) with a pocket (2) at each end for inserting a hand so that the banner can be waved overhead. Each pocket has an opening (9) in line with the long side of the scarf, and is made by folding over the end of the scarf and fastening it along two sides (21, 21'). In a variant the pockets can be made by attaching additional squares of material to the scarf, or they can be replaced by strips of elastic fastened lengthwise to the ends of the scarf. In another variant pieces of a hard material can be attached to the surface of the pockets to make a noise when they are banged together. The length of the scarf is at least twice that of the wearer's upper arm.
