Data on an IP module (1) includes a hard part of an integrated circuit defining the layout pattern of a first circuit (2) and a soft part (information described in, say, HDL) defining the function of a second circuit (3), and further includes connection information defining the connection relation between the first and second circuits. The data on circuit portions necessary to be adjusted, such as an interface, is included in the soft part and is given a degree of freedom. Consequently, in designing an integrated circuit, partial modification of the past design resource data, for example, promoting the lowering of the power consumption in accordance with the external load or reducing the area occupied by a chip, can be easily performed. Therefore, by reading the data from a storage medium and transferring it into a computer to utilize it for designing an integrated circuit, the circuit function and performance can be ensured more than the case where the modules are all soft modules. Further the degree of freedom of designing is higher than that of the case where the modules are all hard modules, and this leads to reducing the layout man-hour.
