The energy converter (15) uses evaporation and condensation of a working medium via a heat exchanger (27) and an expansion device (26) with a housing (1) containing an eccentric rotor (2), providing a cylindrical fluid ring (4) at the inside wall of the housing. The expansion device supports a rotary slider (3), with a condensate opening (19) at the base of the heat exchanger and an overflow window (13) above the slider. An Independent claim for a method for utilising environmental heat energy is also included.
