Catalytic reactor to treat industrial effluent water uses non-toxic non-carcinogenic. An organic photo-catalyst employs anthracene or its derivatives e.g. yellow indene, or chlorophyll or chlorophyll derivatives. The catalytic substance is applied as a thin solution layer to a polyethylene foil substrate, using a spreading or printing operation. The preferred anthracene is applied as a spray solution dissolved in toluene. The photocatalyst may also be applied to glass pearls or aluminum oxide micro-spheres. In use, the catalyst and substrate are located within a glass vessel admitting short-wave ultra violet light (UV-A). The catalyst enhances the overall conversion efficiency and shifts the useful spectral range into the UV long-wave to visible range, enhancing the effect of available solar energy, and enhancing the throughput rate.
