PROBLEM TO BE SOLVED: To provide a phenol resin foam which contains a fluorohydrocarbon as a foaming agent, has an excellent thermal insulating property, exerts high mechanical strengths such as compression strength, etc., has an improved brittleness and is adapted to the global environment. SOLUTION: A phenol resin foam contains a fluorohydrocarbon having two carbon atoms as a foaming agent and has a closed cell percentage of 80% or larger, an average cell size of from 10 to 400μm and a thermal conductivity of 0.022 kcal/mhr deg.C or smaller. Here, the phenol resin foam contains from 0.005 to 5 wt.% at least one fluoroamine of the formula: N(CnF2n+1)3 wherein n is an integer of 3 or larger against the phenol resin foam.
