PROBLEM TO BE SOLVED: To enable the creation of highly precise images even in the case of including irregular measurement signals by using sensors without obstacles to interrupt signals in determined signal transmitting paths as application sensors and using the signals measured by the application sensors. SOLUTION: Image data measured by a surface shape measuring device is read, and three-dimensional binary data 420 is created to two-dimensional multi-value data 410, which is one of the read height image data of all the sensors. Next, a signal transmitting path 430 connecting any sampling coordinate point 440 and a receiving sensor coordinate point 450 is determined and the sensor is taken as an application sensor candidate in the case of the absence of obstacles to interrupt signals in the path 430. Then this process is repeated on whole the XY plane. Application sensor candidates on all the sampling coordinate points and further application sensor candidates on all the sensor height image data are determined. The sensors that are the application sensor candidates in both cases are determined as reconfiguration application sensors, and only the signals measured by these sensors are used to determine the values of sampling coordinate points.
