PROBLEM TO BE SOLVED: To issue a reused card and a new card with one issuing device while making the constitution simple and low cast. SOLUTION: The card issuing device 1 is provided inside across a partition plate 2, which is provided with a card insertion slot 7 for inserting a used card P2. A new card supply part 30 for supplying a new card P1 is provided above the issuing device 1. The card issuing device 1 is equipped with a card conveyance cylinder 4 forming a card conveyance path 18, a card reader 5, and an engagement member 6. The card conveyance cylinder 4 is sectioned in a funnel shape and an upper card reception hole 19 is so formed as to receive the new card P1 and used card P2.
