PROBLEM TO BE SOLVED: To prevent the occurrence of difference in luminance level by detecting the level values of a luminance signal and a chrominance signal from a signal obtained from an image pickup means provided with a color separation filter, and when the detected level value of the luminance signal is larger than a prescribed level and the level value of the chrominance signal is included within a prescribed range, converting the level value of the luminance signal obtained from the image pickup means into a prescribed value. SOLUTION: A video signal outputted from a CDS circuit 103 is inputted to a DSP 106 through an AGC circuit 104 and an A/D conversion circuit 105. In the DSP 106, both the level signals of a luminance signal and a chrominance signal are respectively detected from the inputted signal by a luminance level decision means 117 and a chrominance level decision means 119 to discriminates whether the luminance signal reaches the prescribed value or not and the chrominance level is included within the prescribed area or not. When both the conditions are satisfied, the level value of the luminance signal is converted by the prescribed value by a luminance signal substitution means 118 so that the level value of the vertical luminance signal or a reading line becomes the prescribed value.
