PROBLEM TO BE SOLVED: To precisely recognize a running character and a simplified character without previously preparing a running stroke similar to the input stroke of a character by evaluating a candidate character selected by means of an off-line recognition means based on the extraction result of a dictionary stroke section extraction means. SOLUTION: An off-line recognition mans 2 executes a recognition processing using a type feature, which does not depend on a stroke order and the number of strokes, on an input pattern. A character is stored in a recognition candidate storage means 3 as a candidate character from a character whose distance value between direction code feature quantity obtained from the input pattern and prescribed direction code feature quantity is the smallest. A dictionary stroke section extraction means 6 extracts a part equivalent to the dictionary stroke of the candidate character from the strokes of the input pattern by using the feature obtained by a feature extraction means 4 with regard to the candidate character stored in the storage means 3. A candidate character evaluation means 7 refers to information on a reference value storage means 8 and evaluates the candidate character.
