PROBLEM TO BE SOLVED: To make heat insulating effects excellent and to prevent bedewing in the inside by laminating an insulating layer on the back of a decorative layer, forming the insulating layer of inorganic or organic hollow particles and a resin binder, and forming the binder in a cellular structure. SOLUTION: A decorative layer 2 comprising a base material resin containing pigment (f) is laminated on an insulating layer 1 comprising a resin binder (d) containing inorganic or organic hollow beads (e). A base material layer constituting the decorative layer 2 colored by kneading the pigment (f), a water base emulsion of a resin composition in which the hollow beads (e) are added into the binder is applied on a base material sheet, dried, and solidified form the insulating layer 1 comprising the binder of cellular structure containing the beads (e). As a result, good heat insulating effects are obtained, and especially when a room is heated, the generation of bedewing in the room is prevented.
