PROBLEM TO BE SOLVED: To provide a picture transmitter via a plurality of paths where the transmission capacity of a standby system can effectively be utilized while ensuring high transmission reliability. SOLUTION: Coders 3, 4 encode an input picture 1 into pictures so as to be in a spatially or temporally complementary relation and they are transmitted through transmission lines. Decoders 5, 6 decode the pictures at a receiver side and a mean processing section 7a obtains a mean value for each pixel and outputs the obtained values. A data selection section 7b selects the output of the mean processing section 7a when a plurality of the paths are normal and selects the decoded output of a normal path when a failure occurs in a plurality of the paths. As a specific method to obtain the pictures in a spatially or temporally complementary relation, there are a method of shifting the intra- frame coding timing for coding, a method of shifting the picture of each path in at least one direction among upward/downward/left/right directions by several pixels or several lines each, and a method of placing a sampling conversion filter to at least one of the paths. |
