PROBLEM TO BE SOLVED: To enable executing communication where video real-time property with high quality is satisfied and transferring mass data at high speed between different area networks through a wide area network. SOLUTION: In this system, a means for selecting the request quality of data 104 is arranged in an application terminal which is used by a user. Then the request quality information 102 and 103 are transferred together with data 104. Then the transfer velocity of data 104 is controlled based on the usable band of the wide area network 108 and on request quality information 102 and 103 in wide area network connecting devices 107 and 109 which are arranged at connecting points between local networks 106 and 110 and the wide range network 108.
