PROBLEM TO BE SOLVED: To obtain an apparatus which has actions of a motor and of a brake, in which a small space is sufficient for an arranging and in which vibration at rotation is small. SOLUTION: This motor casing 10 is provided with a, an electromagnetic brake body 20 which is fixed to the casing 10, a shaft 30 which is held by the casing 10 so as to be rotatable, and a rotor 31 which is connected to the shaft. As a rotor, the rotor 31 for an AC motor is used, a permanent magnet is built into it, and a rotational torque is generated by controlling a power supply to coils 12 to 15 for the motor. Armatures 21a to 21d, which can be moved in the radial direction with respect to the electromagnetic brake body 20, are installed at the outer circumference of the body 20 and at the inside of the rotor 31. Free ends of the armatures are urged to the side of the rotor 31 by coil springs 22a to 22d, and they are separated so as to release the braking operation, when exciting coils 23a, 23b for braking are energized. In addition, it is desirable to equip a manual braking release mechanism.
