PROBLEM TO BE SOLVED: To securely extract feature points representing features of a character from a character image. SOLUTION: An image which is segmented into characters by a character extraction part 12 is stored in an image storage part 21 in the feature extraction device 20. An outline point extraction part 22 extracts an array of outline points forming the outline of a character line. A feature point extraction part 23 scans the outline point array to detect the outline point which is at a distance of dots more than a 1st threshold from a point of interest in the outline point array and at the shortest coordinate distance to the point of interest. Further, the feature point extraction part 23 shifts the point of interest and detects the outline point which is at a distance of dots more than the 1st threshold from the shifted point of interest in the outline point array and at the shortest coordinate distance to the point of interest, and then decides the shifted point of interest is a feature point when the distance between the two outline points in the outline point array is larger than a specific threshold.
