PROBLEM TO BE SOLVED: To perform the reading of data in a relatively short time by performing the reading of the data at a medium driving speed equal to or slower than an ordinary speed from the beginning at the time of performing succeeding accesses to this address of a block when the data are normally read out at the medium driving speed equal to or slower than the ordinary speed. SOLUTION: When data can not be read out even by performing retry operations at an ordinary revolving speed (n), a read processing is tried by specifying a revolving speed (m) slower than the ordinary revolving speed (n). When the data are read out normally by this precessing, it is judged that the revolving speed is an m-fold speed and an access is the first time and the address of a block and its parameter (for example, a revolving speed) are stored in a sub-storage device and an operation is completed. When accesses of a second time and succeeding times are to be performed to this data block, when a micro-computer receives the request of a rereading, it loads the parameter (which includes the revolving speed). Thus, when a read-out is to be performed this time, a reading processing is performed by specifying the m-fold speed from the beginning.
