PROBLEM TO BE SOLVED: To provide an image forming device capable of preventing image defects such as the occurrence of a void on a paper sheet running part on the short paper sheet from being generated as far as possible, even in the case of transferring such as a half tone image after successively transferring a number of sheets shorter than the width of an intermediate transfer body such as a post card, and stably making the excellent image formed. SOLUTION: This image forming device is constituted of an image carrier 1 forming the electrostatic latent image in accordance with the image information, a developing device visualizing the electrostatic latent image formed on the above image carrier as the toner image by the toner and an intermediate transfer body belt 2 carrying the unfixed toner image on the above intermediate transfer belt, and a bias roll secondary transferring the toner image, and the ionizing potential on the transfer surface of the above intermediate transfer body is <=4.7 eV.
