PROBLEM TO BE SOLVED: To form a pavement capable of showing the external appearance of natural stones simply, quickly and reliably without requiring a skill and to reduce the execution cost. SOLUTION: A plurality of stone pieces 4 are integrally formed with a foundation bed spread nearly on the whole upper face of a concrete foundation bed 2 buried with reinforcing bars 3 to form a pavement block 1. When the pavement blocks 1 are installed on a graded road surface, a pavement having the external appearance of natural stones can be formed. End materials to be normally disposed after raw stones are cut for construction materials or tombstones can be effectively utilized as the stone pieces 4.
