PROBLEM TO BE SOLVED: To surely and automatically apply a desired special effect to a desired image part in an input picture. SOLUTION: When a picture recognition decision section 5 discriminates a moving pixel such as a portrait and a still pixel such as a background, or discriminates a picture part estimated the same as that of a characteristic of pattern information of a picture designated by an operator in a received picture from a succeeding input picture, or discriminates a contour of the picture from a change in pixel information such as luminance and color of a pixel adjacent to the input picture, a special effect generation processing section 6 modulates position information of a pixel discriminated by the picture recognition decision section 5 or a pixel of an area to apply special effects such as mosaic, scramble, burst and melt and modulates level information so as to sequentially and automatically apply special effects such as paint, negative, monochromatic color, moire, polarization, defocus, and enhancement to a desired picture.
