PROBLEM TO BE SOLVED: To reduce deterioration of picture quality after the noises are reduced. SOLUTION: A differential signal local bit extraction means 110 extracts M bits from the LSB of a nearby differential signal D of a digital input signal X of N bits on which a noise component is superimposed. Then a differential local bit signal P is produced. A filtering means 120 receives the signal P, converts the signal P into a local bit filtering signal Q via a proper filtering process and outputs the signal Q to a composite processing means 130. The means 130 receives the signal X and the output signal Q of the means 120 and composites a digital output signal Y.
