PROBLEM TO BE SOLVED: To easily fix a pipe to a cylindrical part via a plate-shaped mating part such as a wall board, a ceiling board, a floor board, to easily support various kinds of articles such as a clock, a picture frame on a plate-shaped mating part, to execute all the work from this side of the mating part, and surely fix an article to a mounting plate made of a material not adaptable to nailing such as a gypsum board. SOLUTION: A plurality of elastic locking pieces 4, separated from one another in the circumferential direction, are fixed to an outer peripheral surface of a cylindrical part forming a flanged pipe and comprising a flange-forming plate 3 at its rear end side. An outer edge 4 from a fixed end on the basic side capable of fixing to the cylindrical part 2 to a free end 4B on the point side, extending in the circumferential direction of the cylindrical part 2 of each elastic locking piece 4 is in parallel with the flange 3, an inner edge 4D is a holding edge inclined so that it is separated on its free end 4B side, and the clearance between the point 4D1 of the inner edge 4D and the flange forming plate 3 is set more than a plate thickness (t) of a mounting plate A.
